It is a function. It is a function because none of the x-coordinates repeat/it passes the vertical line test. It does have a maximum. I know because the graph does not go up farther than y=4. I am not sure what it is asking here but I think that it is increasing on the x-axis as the graph travels further down. The graph is decreasing on both the y and x-axis because as the graph travels further down, both of them decrease I think. This is not linear. I know because it is quadratic, not linear and for it to be linear, the values would increase by the same amount every time and this graph does not apply to that.
