It doesn’t necessarily ask for reasoning, but I’ll just say all of the above are correct, the definition of congruent is “identical in form” or the same. A 25 degree angle would be congruent to a 25 degree angle, two intersecting lines form 4 angles or two lines that equal 180 degrees on each side, and both angle pairs of 2 are gonna be congruent to each other respectively, and two congruent angles of 45 degrees would add up to 90 degrees.
