The data were collected from two random samples of 40 in each of the two cities and the population standard deviations are $5.98 for Los Angeles and $4.21 for Las Vegas. At the 0.05 level of significance, construct a confidence interval for the difference in the means and then decide if there is a significant difference in the rates between the two cities.
