There are two phases in completing a construction project. The mean time taken to complete Phase I is 16 months, with a standard deviation of 4 months. The mean time taken to complete Phase II is 12 months, with a standard deviation of 3 months. The correlation between the time taken to complete Phase I and Phase II is -0.6, because if Phase I takes a longer time to complete, the construction company tries to rush through Phase II. What is the standard deviation for the total time taken to complete both phases of the project?
