Decimal:      x     ≤         0.25

Interval Notation:       - ∞ ,   1/4

Multiply Both sides by   -1    (Reverse the Reverse the Inequality):

Simplify:

4x      ≤         1

Divide both sides by  4:

4x/4      ≤     1/4
