Something I believe makes a certain thing a crime is considering whether it hurts others, or is morally wrong. People mostly rely on what their morals are to figure what is against the law.

I learned that jaywalking was considered illegal where I live as I saw someone get hit by a car, and the police couldn't do much considering they were jaywalking.

so you come to the correct conclusions and make the right decision based on good judgment and a clear mind and valid thought processes behind it, and not just hasty thinking and recklessness.
