Officer Belkin patrols an area known to have a lot of illegal
drug activity on the streets and a number of "crack" houses
(places where crack cocaine is sold illegally).
Belkin sees Clarice standing on a corner and begins to walk
toward her, intending to try and ask her questions. Clarice
sees Belkin coming toward her and takes off running. Belkin
yells for Clarice to "Stop right there!" and Clarice does so.
Belkin then approaches Clarice and frisks her for weapons.
During the frisk, Belkin feels a knife and when he retrieves
the knife, a package of heroin feel from where Clarice had it
stashed in the waistband of her pants.
