The Second Continental Congress was a meeting between the representatives of the thirteen colonies that took place in Philadelphia, Pennsylvania. The purpose of this meeting was to debate and  to establish the Articles of Confederation, also known as the first Constitution of the United States. The no right for the federal government to levy taxes, option D, was one of the provisions that was part of the first draft of the Articles of Confederation, but this was changed in the final version because the Congress was lacking money and power needed to achieve the Independence.
