Why did kennan believe that “threats or blustering” would be ineffective in stopping soviet aggression?

after defeating german forces in north africa allied leaders turned their attention to "italy," since this was the location that made the most geographic sense before invading northern europe via france. 

it made them more prductive and efficent but with the change of polcies less and les got into the navy
