Contained programs specifically for black men--the ccc had a department especially for black men though it was segregated in most places.  fdr wanted to get all men back to work including black men. the ccc program had camps specifically for black men. however, many reports showed the camps were not equal and blacks often suffer worse conditions and harder work than found in white camps.
