Truman executive order, the Truman Directive” which was issued on December 22, 1945, faced congressional disorder for close to 3 years after the war ended and nearly 17 months after Truman’s state of the Union challenge in 1947. It was finally signed on June 2, 1948 and the Senate passed the refugee bill.
