After the Mongols conquered China 13th Century, it was the first time in the Chinese history that an outsider/ foreign nation ruled over them and some refused to follow the new dynasty such as educated Chinese refuse to teach in government school and instead founded private institutions. That's why the mongols chose foreigners because the Mongols believed foreigners we're more trustworthy than the Chinese who was under their dynasty.
