Why has education policy become more complex over the years?

Because we have more and more knowledge on how the universe works. We also have much more diverse groups of students learning at the same time. Moreover, we also have students learning longer and we also know more about what are better approaches how students can learn. 

All these factors taken together give rise to an increased complexity of education policy which is interested in providing the best possible education for students.
