Per my other answer to this same question, the inheritance distribution at Gilgal began with the tribe of Judah and the two tribes of Joseph, respectively Ephraim and the 1/2 tribe of Manasseh.  Although Judah was one of the first tribes to receive its dues, it was not alone in that issue.  Hope this helps.
