David Ramsay feels that the power to amend the constitution is so important to a political innovation because this provides changes in politics. There's also a possibility that it may show equality and equity among the people who were involved in politics and its effect on the people under this constitution. 

If he breaks the law then he had to resign from his post and so he'll lose his/her powers.
