What does this cartoon suggest about american neutrality at the beginning of world war ii? american forces had enemies all over the world and were powerless to prevent their enemies' spread. america's lack of involvement would result in the axis powers taking over the world's territory. american territory was far too well protected for the axis powers to invade and conquer. american merchants should stay neutral and restrict arms sales to warring nations.
