Who has the power to decide whether or not an action of the government violates the constitution?

The "COURTS" have the power to decide whether or not the action of the government violates the constitution.

In Government branch, The courts acted as the Judiciary branch.
 
Which means that the courts has the authority to decide wether a person or an organization conduct an act of crime which based on previously written laws/Constitution.
