What are the two provisions governing the quartering of troops in private houses?

 -It  keeps soldiers from overtaking someone's home during peace time without the owner's consent
- It also does the same during times of war as long as the rules of law are followed.
But these rules does not prevent united states soldier to receive help from the normal civilians if they offer it themselves. A lot of time, many civilians actually support the soldiers because they want to escape the cruel regime that they're currently in.
