Of course, cutting costs had a huge social impact. However, in some cases it was counter-productive: because the leaks in the Chicago underground tunnels were not repaired in the 1980s due to the government's saving obsession, the net effect was that the costs of repairing them rose to nearly a billion dollars in the 1990s.

As a result, they reached an agreement in which the US agreed to provide Iran with weapons in exchange for hostages.

A3: Clinton was successful in passing a tax bill that increased the tax burden on the wealthy. His administration came closer than any other to solve the problem of the exploding federal deficit. At the same time, the economy grew at a breakneck pace. He also helped pass family leaves legislation, welfare reform, and a ban on assault weapons that worked to some extent. He was limited, like all presidents, by opposition from the opposing party.
