(civics) i genuinely need help so if someone could at least give me an idea on what i should make my amendment abt it would be really helpful!!! The year is 2039. You are a member of the U. S. Congress. The country’s debts have grown so that the government is continuing to borrow money from American banks and other countries to cover its basic expenses. The national debt has grown to over $50,000,000,000,000. As a result, taxes now are in excess of 50% of people’s income. Tax revenue to pay for defense, education, social programs like welfare, Medicare, Medicaid, Affordable Care and unemployment insurance has run out. Opposing political parties have divided the United States, where riots and other attacks on civilians have occurred in several major cities and tourist destinations. Natural disasters including hurricanes and floods have devastated several major cities along the coasts and interior of the country. Hostile countries including Russia and China are steadily building up their militaries and gaining influence around the world as more and more countries are beginning to see the United States as weak. The American people’s confidence in their government has reached an all-time low. Voters are promising to vote against all current members of Congress and the President in the 2040 election if nothing is done to fix these issues. The President has promised her support of any meaningful legislation, and polls have shown over thirty states would support an amendment to the Constitution. It is imperative that the legislature address these problems through action, especially with an election coming up in the next year.

Your task is to create the proposed 28th Amendment to the Constitution that addresses at least one of these issues. You must include the full text of your new amendment and a written explanation of the logical reasoning behind your amendment
