What feature made the southern colonies unique

germany had to take sole responsibility for the war.

the tariff was created to protect industry in the northern part of the united states. industries in the north were being driven out of business by imported goods that were priced at a low rate. the goal was to protect these industries   by taxing the goods.

both the national government and state governments share the power of being able to: collect taxes, build roads, borrow money, establish courts, make and enforce laws, charter banks and corporations, spend money for the general welfare,
