"A young king has just taken the throne in a city-state located on a major trade route. He had been raised in royalty his whole life, never experiencing much outside of the palace. Over the last 100 years, the city-state had grown dramatically due to the increased trade happening between city-state and other kingdoms. People were prospering and were happy. The young king wanted nothing more than to ensure the continued success of the city-state, as that has been the focus of his education and schooling his entire life. The first year of is reign ran smoothly, but at the start of his second year a plague started to hit the city-state. It was not a full blown crisis yet, but it was effecting mostly the people who worked in the fields and lowly craftsmen, the people who created the goods the city-state traded with other kingdoms. The young king's royal advisors warn the young king that this sickness is similar to one that plagued the city-state 120 years ago, one that caused 25% of the population to die. They recommend closing the trade routes temporarily until the plague passes, as it is believed trade is what caused the plague to appear. However, the king refuses to halt trade, fearful of the economic repercussions of the city-state losing it's main source of wealth."
