Why didn't extending diplomatic recognition to the Soviet Union improve U. S. relations with that country?

FDR hoped that extending diplomatic recognition would make the Soviet Union pay the debts that Russia owed the United States. Unfortunatley, this was not the case. They had no intention of paying the debts. They refused to import American goods in any significant amount. Relations were not cut off, but they were very weak between the U.S and the Soviet Union.

Note: The US and Soviet Union had a strained relationship during the 1970s, for the SU (soviet union) was trying to impose its doctrine in neighboring countries. America, wanted to impose democratic governments on the nations in and around the SU, which was not allowed by the Soviets.
