Document 4 This is an excerpt from the North Atlantic Treaty, which was signed by the United States, Canada, and ten nations of Western Europe in 1948.
The parties agree than an armed attack against one or more of them in Europe or in North America shall be considered as an attack against them all. They agree that if such an armed attack occurs, each of them will assist the party or parties so attacked. Each will immediately take whatever action it considers necessary to restore and maintain the security of the North Atlantic area. It will, if necessary, use armed force.

secession, as it applies to the outbreak of the american civil war, comprises the series of events that began on december 20, 1860, and extended through june 8 of the next year when eleven states in the lower and upper south severed their ties with the union. the first seven seceding states of the lower south set up a provisional government at montgomery, alabama. after hostilities began at fort sumter in charleston harbor on april 12, 1861, the border states of virginia, arkansas, tennessee, and north carolina joined the new government, which then moved its capital to richmond, virginia. the union was thus divided approximately on geographic lines. twenty-one northern and border states retained the style and title of the united states, while the eleven slave states adopted the nomenclature of the confederate states of america.

hobbes takes the part about controlling human behavior. while locke takes the part of legitimate use of force, since force is not legitimate unless there is consent of the people. 

there are basically 3 goals of the government: 1) maintain order by protecting life and property. 2) providing public goods, those which are typically not provided by the public sector, such as roads and education. 3) promote equality be it political, opportunist or outcome equality.

a democracy is a government run by the people either by directly voting or indirectly by electing representatives. an oligarchy is a government run by a few or a small group of people. a democracy and oligarchy are similar because both in an oligarchy and an indirect democracy, a small group of induvial determine the laws for a large group of people they are different because in an oligarchy it is easier to control and they do not have to answer to a large number of people in the country, unlike a democracy where they do have to answer to a large number of people an county that is a democracy would be the united states. a country that is an oligarchy would be the china.
