To win the war in the Pacific, the United States adopted a strategy called island-hopping. By the time of Pearl Harbor, Japan had taken control of many of the islands throughout the Pacific, giving them a strategic upper-hand when it came to refueling and basing troops in the ocean. To counter this, the US jumped from island to island, systematically taking out the Japanese holds on each island which weakened the Japanese military and strengthened the United States's holds at the same time.
