The New Jersey Plan created representation based on equal numbers from each state.

Smaller states supported the New Jersey plan because each state, regardless of size, would have an equal say in the Congress. The other plan, The Virginia Plan, would have based the number of representatives on population. This would have given larger states with more people more of a say than those with a smaller population. Ultimately in the Great Compromise, it was decided there would be two houses of Congress and each would be represented with the separate plans. The Senate would be equal representation and the House of Representatives would be based on population.
