In the middle of every town, there was the Ziggurat.  The Ziggurat stood a temple.  The classical Sumerians considered their demons subsisted in the sky.  For the gods to hear us sounder,  humans required to get more familiar to them.  Ziggurats were enormous, with built-in measures.
