What tools are available to the president as commander in chief? how have they been limited?

The President of the United States of America is the most powerful man in the whole world for obvious reason, he is the supreme commander of the largest and most powerful military in the world. However, the president is only limited in sending troops in a country since the power to declare war is the Congress' call.
