Why was the congress of vienna called

The Congress of Vienna was held from September of 1814 to June of 1815. After the downfall of Napoleon Bonaparte, this international conference was called to create a balance among the European powers in such a way so as to prevent future wars and maintain peace and stability on the European continent.

The question of what caused the full effects of the radical stage, also called the second french revolution by some historians, which shook the political and social reforms in france have caught the attention of many scholars, particularly because of principles implemented during this stage which is contradictory to the fundamental principle of the french revolution itself, by using dictatorship to create equality.
