When Grover Cleveland became President in 1885, he was the first Democrat to occupy the White House since James Buchanan was elected just prior to the Civil War. Consistent with his actions as governor of New York, Cleveland was not shy about using his veto power. For example, he turned away hundreds of veterans' pension bills because he thought they were fraudulent.
