Why did legislation giving women the right to vote take so long to pass--even though the plight of women became a major concern during the Industrial Revolution? Most British women did not want the right to vote because they were afraid of the responsibility it held.

due to this explanation, i don't really think you could say small states and large states gave up something specifically. you could say the small states gave up their want for each state to have an equal amount of representatives regardless of their population, and you could say the large states gave up their want for each state to have representation based solely on their population, but technically the great compromise worked it out really well!
