Why did General Lee send a telegram to Confederate President Jefferson Davis recommending they evacuate Richmond-the capital city of the CSA 1. He thought they could fight the battle and win more easily if they moved to Petersburg. 2. The Confederate troops were worn out, and running out of food and ammunition. 3. General Lee thought they should capture Fort Stedman. 4. General Grant's troops were already winning the battle in Richmond.
