Dear candidate

In my community there is a river that is very polluted because the industrial firms all pour their waste into the river. So far, the current local government has not done anything, arguing that the river is not used for water treatment to consume. I believe that spite of this, we should try to make the river as clean as possible, in order to protect the enviroment and the interests of other species, for example, the few fish that still live in the river.

I believed that these companies should have a cap on the amount of the pollution they can emit. These cap permits could be traded similar to an emission trading system. I hope you consider these proposals.
