What caused civilization to become powerful? This would have to do with major powers. Having a strong army and military is vital to conquering other nations. You must have a dependable people.

What causes a civilization to decline? Would be loss at war. A big drop in power which leads people to defend other nations and leave their country. What would happen if a powerful civilization came into contact with a civilization that is declining? The powerful civilization would try and take over the weaker civilization or they would get imperial used by said powerful nation. Just as British did to Japan and other nations/countries.
