The idea in  Declaration of Independence reflects the influence of John Locke is:  D.Power comes from the consent of the governed.

John locke was a famous enlightenment philosopher that known for advocating for the development of democracy as a governmental system. In democracy, the people have the right to choose their own leaders which represent the will of the majority. Because of this,  we can say the leaders in democratic country obtain their power with the consent of the governed.
