Mercantilism, as an economic doctrine, was doomed to be replaced by liberalism because it was highly unpopular with most people except for the nobility, and the powerful businessmen who were allied with the government.

Mercantilism did not provide as much material wealth and economic growth as liberalism because it was an economic system that purposefully limited the volume of trade since it only allowed trade between each Empire and its colonies in order to disproportionally benefit the ruling class.
