Fred, who has a strong base of political supporters, has been elected twice into the state legislature as a candidate for Party A. The more he is involved in the political process, the more he feels Party A limits itself on "playing it safe" instead of making bolder moves to create a political system that he feels many people would support. In the next upcoming election, Fred announces he has created his own political group, called Party B, that has similar but more distinctive goals than Party B. Fred has created what is called a group.
