My choice would be The ratification of the US Constitution in 1788.

a. With the ratification of Constitution process of creation of independent United States was brought to the end. The independence they fought for and that was proclaimed in 1783 was with document legalized. The American identity was being shaped.

b. First option is not correct as after the French and Indian War colonies were still part of the British Empire. The ties with the country were still strong, although British authorities started pulling a lot of bad choices.
