how laws are carried out, and Negotiate trade agreements. Since the Central government had such little power there were problems with the Articles of Confederation such as Laws not applied equally, Laws not enforced and No money. A man named Daniel Shays did not like how Massachusetts was running the government because they began collecting high taxes. Daniel Shays and others started protesting and because of this Massachusetts state government ordered the protest leaders to be arrested this outraged the protesters. Shays decided that they

needed to do more than just protest. He helped organize thousands of people to fight the state government. Massachusetts asked the Confederation Congress for help. The Congress tried to recruit soldiers to stop the rebellion, but it didn't have money to pay the soldiers. Since the U.S. government was unable to send troops, the

Massachusetts state government had to pay for a private army to stop the rebellion. The militia forces moved to arrest protest leaders, and the rebellion ended without much fighting. But while the rebellion had ended, people were still worried. The U.S. government had not been able to take action during the rebellion. U.S. leaders

decided that the government needed to be changed to prevent future rebellions.
