Imagine you were a member of Congress today, and had formed a committee to address the problems intricately connected to race relations in the US (income inequality, de facto segregation, institutional racism, police brutality, disproportionate criminal prosecution, affirmative action, white supremacy, etc.)

What would be a possible idea to introduce a law, or a resolution for policy, that could address some or all of these problems as they pertain to race relations?
