Background:

There has been rife of racism that has occurred in today's world, that has been created through the words and actions of certain groups. The United States has had a history of having issues with race, which have persisted until this day, including but not limited too: Slavery, Jim Crow Laws, Segregation, Racist views, etc.. This committee will look into racism in history, compare it with today's activities, and apply experiments to obtain data.

Accordingly. we will apply the law and rights of citizens to the statistics. As stated:

First Amendment: "Congress shall make no law... abridging [a person's] freedom of speech."

Article 10: Freedom of Expression: A person has the right to express their ideas and opinions without interference by authorities.

Overview:

The United States Senate will set up a committee to run the operations in collecting and reviewing data, as well as set up an action plan and operate it. This resolution is meant to cut down on segregationally-driven laws and racism in the United States.

Operation:

We will use 1 year to gather reports throughout the United States. All information must be cross-examined and filed. The operation will be terminated on October 6th in a year and results will be published.

Inside this example, we can see the problem, which was termed "de facto segregation". This committee is formed for a specific reason, which is to find data and use it to come up with a resolution on how to at least limit, if not end the differences that may result in non-apparent inequality. The first thing the committee will look for is any (il)legal laws that are current and outstanding. The second part is to use these data to create an action plan, specifically to remove these laws (in this case). The Committee will then document and submit a full report on what they found, their course of action, any changes, and the results.
