Once the English Bill of Rights was signed by William & Mary, how did it change the power struggle between the royals and the legislature?

Once it was signed, it places limits on the power of royalty, that means after it was signed the royals started playing the political game of trying to get their favorites in power instead of doing the Middle Ages equivalent of “you better or else”.
