Frank Fredum lives in a third story apartment in downtown Muscatine. During the last election, he posted a sign in his window that read, “Elect Williams to Senate”. Ninety days after the election, Frank was told that he had to remove the sign or go to jail. Frank Frankly claimed he did not have to remove the sign since it was his first amendment right of freedom of speech. Is Frank correct? Explain.
