Why was the Federalist Papers #51 written?

According to Madison, the intent of No. 51 is to remind the reader of the guarantees laid down in the Convention for the conservation of separate branches of government and the preservation of the rights of people and the land. The biggest danger to the US government will be the potential of one division of government to obtain so much control from another, and of ideologies to bring on the hegemony of the majority.
