All has changed a lot since

In the nineteenth century, juvenile offenses were treated just like adult offenses with no consideration of age. Children as young as seven could be prosecuted as adults. Eventually, reformers showed that youth were less likely to understand the actions and therefore had a different understanding of right and wrong. Therefore, the focus should not been on punishment, but rehabilitation. Children needed “training” in the differences between right and wrong.
