Why did Stephan Vasilievich Chervonenko write this passage in his diary? Someone PLEASE help me :(

Stephan Vasilievich was an elder statesman in Ukraine who is known for his role in suppressing the Prague Spring of 1968.  In his diary, it was about the discussion he had with the Vice Premier Chen Yi (China). Chervonenko was told that Moscow should stop "severing the friendship between the two countries."  (This was during the breakup of Sino-Soviet Relations).

He was simply stating the likely ways to resolve whatever conflict between the two countries. He believed that if the two declarations ( Moscow declaration of 1957 and 1960 ) were simply observered, then whatever conflicts between them would be resolved thereby promoting true trust and frienship among their people as a result of their unity.

He also noted the comment made by Deng Xiaopeng, where he made a comment about the need of hina being the promotion of agriculture through the government assissted plan of relocating millions of Chinese to the rural areas thereby resducing the pressures experienced in the urban areas.
