All countries during WW1 developed total warfare, which meant all resources were being placed into the war effort. This consisted of factories now developing weapons, human resources, and a stall on an adaptation of labour unions. After German stalemates in both of their wars - Russia and Germany the population was exhausted. America entering the war, due to Germany sinking civilian ships, essentially turned the tide once again (after the defeat of Russia) to the Allies forcing German leadership to surrender or face defeat. Yet Wilson's 14 points were dropped on battlefields and civilian area in Germany and Austria-Hungary which spread the false belief that Germany would face no repercussions for surrendering which convinced the German Population to want to surrender.
