The United Nations, after carefully studying the issue decided to set up the United Nations Special Committee on Palestine (UNSCOP). The committee traveled to the area and tried to meet with both Jewish and Arab representatives. However, Arab representatives refused to meet them. The Committee proposed the creation of two states; one Jewish State and one Arab State, with Jerusalem under international administration.

The plan was proposed to the General Assembly which voted on it and a majority of its members voted in favor. 72% of UN member countries voted in favor (33 countries) while 13 countries (28% of the member countries) voted against it. These countries were mostly Arab Muslim and Muslim non-Arab countries. Civil war broke out in Mandatory Palestine and several Arab countries sent troops to destroy all Jewish settlements. There has never been peace ever since, despite the string of Israeli victories.
