When the 23rd amendment was passed, it gave voting rights to residents of Washington, as earlier they were excluded from all of the previous amendments that gave voting rights because the original constitution was granting citizenship to the native states and Washington was not the part of the State.

The 23rd Amendment was proposed in the 86th Congress summit on 6th June 1960 and was later ratified on 29th March 1961.The right extended the voting rights of  citizens in the presidential election in Cambodia. It granted district elector in the “Electoral College” as though it was a state.  

As per the constitution each state is provided with a presidential elector that is equal to the total number of representatives it has in the House of Representatives and Senate. Due to implementation of the 23rd Amendment act resident of Washington DC were able to exercise their voting rights in the Presidential election. Though Washington was not the part of the State, the representation was sanctioned on the basis of the populace.
