Hamas is Palestinian Sunni-Islamic organisation, It has a social service and military wing. It is the the sole governing authority of Gaza Strip since 2007. It is viewed as a terrorist organisation by Israel, European Union and United States while Russia, China and Turkey do not do the same. These four nations are known as Quartet.  

It was founded in 1987. In January 2006 Palestinian parliamentary elections it won relative majority in the Palestinian Parliament by defeating Fatah party. On its victory the four nations: US, Russia, United Nations and European Union made the foreign assistance conditional and agreed to aid the interim government only if it agreed to commit to non-violence, accept the previous agreements and recognises the state of Israel.

Hamas rejected the changes by the four nations that led to Israeli economic sanctions and suspension of Quartets foreign assistance programs to the Hamas administration.
