Un emirato es un territorio político bajo la administración de un emir, es decir, es un territorio administrado por un miembro de la clase dominante. También es una unidad pólitico-religiosa menor que un califato.

El califato, en cambio, es un tipo de gobierno, establecido por los discípulos de Mahoma para implementar y seguir su sistema religioso. El califa puede ser votado, o en algunos casos, se establece por línea sucesoria de sangre.
